INTRODUCTION
SE Berdyansk Merchant Sea Port is the only maritime transport hub of Zaporozhye Region and one of dynamically developing ports on the Sea of Azov specialized in handling of export, import, transit and domestic flows. According to the order of the Ministry of Transport and Communications of Ukraine "About Reorganization of Genichesk MSP", there has been the special structural unit "Port Point Genichesk" functioning as a structural subdivision of Berdyansk port since July 2008.
Regular and potential clients, business partners of the port can be found not only in Ukraine, but in the CIS-countries, in Europe, Asia, Africa and America.
Favorable geographical situation, reasonable pricing policy and high production potential provide for swift and qualitative handling of all kinds of cargoes.
In 2006, the port of Berdyansk was awarded the certificate ISO9001-2001(ISO 9001-2000) which is affirmed every year since then by the international public accountants system.
On April 24, 2009, the port of Berdyansk was registered in London office of IMO under No. 1588909.
PORT REGULATIONS AND NAVIGATIONAL INFORMATION
General Information
Port location: Latitude – 46°45′N, Longitude – 36°46′E.
The port is open to navigation all year round; northeastern winds prevail. Wind speeds of over 15 mps occur on an average occur in 24 % of the year. The annual average temperature is 10.7 °C. Fogs happen 30–35 days a year on an average.
The port is situated in the northeastern part of Berdyansk Bay and consists of the outer roadstead, of the inner road (harbour of Berdyansk), the approach channel. Berdyansk harbour, where the main quays Nos. 1–6 are situated, is protected by a breakwater; berths Nos. 7–9 are not protected.
Berdyansk harbour comprises two basins: the Western and the Eastern ones. The Eastern basin is protected from the west by a dam, and from southwest by the breakwater.
The way into the harbour is along the approach channel, which is 20 km long, 90 m wide, 8.55 m. deep, with the draft limit of 7.9 m., and along fairway No. 54, for vessels up to 283 cu. m. of gross tonnage (100 GRT). The entrance to the harbour is between the northwest end of the breakwater, and a bank less than 5 m. deep. The waters of the port comprise an area of 414,550 sq. m. and are 8.4 m. deep.
Traffic Control in the Port is conducted by State Port Control Inspection.
Entering and Leaving Port
A shipmaster of a vessel going to the port directly after passing the Kerch Strait (for vessels leavingports of the Sea of Azov – no later than an hour after leaving the preceding port) must inform an Executive Duty Operator and the Harbour Master the time of approaching to buoy No. 2 of the port Berdyansk approach channel's left side.
There is the controlled traffic in the port's water area. It is carried out by Port Staet Control Inspection of SE Berdyansk Merchant Sea Port (PSCI) by VHF radio stations, calling channel 12.
Sailing of all vessels in the port's water area without permission of SPCI is forbidden.
Traffic in the approach channel is one way. Vessels departing from the port have precedence over those entering it from the sea channel.
It is prohibited for a vessel to overtake another vessel in the approach channel.
It is prohibited to enter the channel, when the wind speed is 15 mps or more and when visibility is below 5 cables.
Requests for any kind of port services except pilotage and mooring tugs, should be submitted by shipmasters or by agents.
Requests for fresh water supplies are given on working days 4 hours before the beginning of supply operation and on days off and holidays, no later than at noon of the previous working day.
There is no signal post in the port. Departure clearance is performed on board a vessel.
The request for potable water on weekdays is to be submitted 4 hours before the operation starts, on days-off and holidays – no later than at noon of the day before.
Navigational Conditions
The port is accessible for vessels with draft of up to 7.9 m. and maximum length of up to 205 m.
In special cases vessels of up to 220 m. long can be moored at berths Nos. 7 and 8 by Harbour Master's permission.
Vessels of over 170 m. long can enter and leave the port, as well as be shifted inside the port only in the daytime, when the wind speed does not exceed 8 mps. The possibility of maneuvers with the wind speed over 8 mps can be determined by a pilot.
The speed of a vessel when going down the approach channel between buoys Nos. 2–18, on its left side, is determined depending on weather conditions; as a rule, it cannot exceed 6 knots.
From buoy No. 18, on the left side, and in the harbour, a vessel's speed must be kept at minimum, in order to provide its controllability.
Vessels with a gross capacity of up to 283 cu. m (100 GRT) are prohibited from entering the approach channel. They must go beyond the channel's border and along the recommended fairway No. 54.
Pilotage
Pilotage of cargo vessels is compulsory. Only passenger vessels performing regular calls at the port can be exempted of pilotage by the port Harbour Master.
Vessels having draft of up to 5 m sailed by shipmasters who carried out passages with a pilot on board by the Sea of Azov to the port of Berdyansk three times, having received written permission of the port Harbour Master to sail aidless, could be exempted of pilotage, provided the vessels are fitted out with modern navigation equipment.
The port's pilotage service provides round the clock pilotage of vessels in the approach channel, mooring, cast off and repositioning in-side the port. Request for pilotage is submitted together with ETA information. While lying in the port, request for pilotage is submitted to SE Delta-Pilot and to the Chief Operator of the port no later than 2 hours before the departure.
The place for embarking and disembarking pilots for vessels with molded draught exceeding 6 m is located close to buoy No. 2 (46°36,73′N; 36°36,04′E) on the left side of the port's approach channel; for those with molded draught of less than 6 m – close to buoy No.10 (46°40,0′N; 36°40,11′E) on the left side of the port's approach channel.
Disembarkation of pilots in the outer roads may only be carried out when the wind speed is within 15 mps and the roughness of sea is within4 points.
Tug Assistance
Towage of a self-propelled cargo ship is controlled by the shipmaster of the vessel towed irrespective of whether it works with its own engine or not.
Towage of non-self-propelled vessels and objects is controlled by a Master of the ship that carries out towing.
Vessels of 4,245 cu. m. (1,500 GRT) and more must be moored by means of at least two port tugs; vessels of less capacity with one tug. The number of tugs can be changed only by Harbour Master's permission. Request for towage provision is submitted together with approach information. While lying in the port, a request for towage is submitted to an Operator on Duty no later than 2 hours before. After winter navigable period is declared, vessels heading for the port from the Black Sea or leaving the port must have fuel, water and food reserves for at least 10 days.

Anchorage in the Eastern and Western basins is forbidden.
The master of a vessel lying in the outer roadstead and awaiting for handling, can apply for mooring at a berth free of cargo operations, or mooring second at a berthed vessel. In this case all expenses related to the vessel's additional transpositions until its placing for handling are at vessel's account.
Policy on Staying in Port
Winds from the southwest of speeds over 15 mps in the Western basin's waters cause rough sea, which makes it difficult for vessels to stand at berths Nos. 7, 8, 9.
On getting such gale warning:
- vessels lying alongside the other ships must be re-moored to the vacant berths or steered to the road;
- RO-RO vessels must stop cargo operations, close the ramp and re-moor abreast to the berth using additional slings.
It is prohibited to moor or lie closer than 50 m to vessels being fumigated (and correspondingly marked).
SPECIALIZATION
Berdyansk Merchant Sea Port provides admittance and accommodation of vessels with draft of up to 7.9 m. and up to 220 m. length. The port handles bulk, dry bulk, general, liquid cargoes, as well as containers at 9 berths of the port and in the roadsteads.
All port's berths are multipurpose and are supplied with railway tracks and approach motor roads.
Navigable period in the port is year round.

PORT FACILITIES
Total length of the berthing line in the port amounts to 1.4 km. Open storage yards cover 103,715 sq. m. Sheltered warehouses cover the area of 14,742 sq. m.
Specialized Terminals and Berths
Terminal for Petroleum ProductsTerminal for Petroleum Products is designed for handling industrial oils and light petroleum products with the flashpoint of +61 °С and above. Accommodation of tankers with petroleum products and industrial oils is performed at berth No. 7.
The terminal is equipped with pumps which capacity amount to 320 cu. m per hour (for light petroleum products) and 250 cu. m (for industrial oils). The handling technological scheme is direct: wagon – tanker. They can discharge from 4 to 8 tanks simultaneously; discharging time is from 2 to 4 hours respectively. Productivity of handling:
- for light petroleum products – 2,500 t a day;
- for industrial oils – 4,000 t a day.
The throughput capacity of the complex totals 800,000 t a year.
Complex for Handling of edible oils (Agro-CLASS LTD)There are two accumulating reservoirs for 2,000 t. of oil and one – for 5,000 t. of oil there. The terminal can handle 600,000 t. a year. They can simultaneously handle 4 – 8 tanks. The time for tank drain totals from 2 to 4 hours respectively. Intensity of oil loading is 255 t. per hour.
Container TerminalAt the moment the port is handling containers at berth No. 1 that is properly equipped for this purpose and also has required storage areas:
- 4 gantry cranes of 25–40 t. l/c;
- 2 rail mounted cranes of 32–50 t. l/c;
- container warehouse for 1400 TEU.
The intensity of working a vessel totals 15 containers per hour. They offer full complex for documentation of containers as well.
Berdyansk Merchant Sea Port also is building a container terminal on berth No.10. This complex will comprise:
- a berth having length of 230 m, depth at the quay wall – 9 m;
- mechanized container yard for 2,200 TEU;
- area of open storage – 8,530 sq. m;
- area of sheltered warehouses – 720 sq. m;
- depository for stuffing with its capacity of 10,000 t;
- accumulating yards and those for customs clearance of containerized cargo.
Intensity of loading and unloading after the complex is put into operation will average 454 cont./ship/day. The throughput capacity of the terminal will amount to 30,000 TEU a year.
A part of the area has been prepared already. They also purchased and installed two rail mounted cranes with their lifting capacities of 32 and 50 t l/c respectively.
Berdyansk Merchant Sea Port also offers the optional service on containers stuffing.
Grain Terminal (owned by NOVAYA KHORTITSA LTD)The terminal is specialized in handling export and transit grain cargo. They put into service the first phase of South-Eastern Grain Terminal. It includes the storehouse of module type having the capacity of 18,000 t.; 6 reservoirs of 3,000 t. each. That allows accumulating different sorts of grain simultaneously. Intensity of cargo handling amounts to 4,000 t a day; total throughput capacity of the first phase of the terminal is 1.5 million t. of grain a year.
The advantageous distinctive of the terminal is its closed technological scheme used by unloading of cars and railway wagons. Grain comes in the elevator through covered galleries. By means of the same galleries, ships are loaded with grain cargo.
Handling rate when grain is discharged from wagons and trucks is 350 t. per hour (60–70 wagons or 130–140 trucks a day).
At the terminal they established a certified laboratory authorized to issue phytosanitary and veterinary certificates, certificates of quality and radioactivity, transport characteristics and ecological manifest as well.
After completion of construction (three phases in all) capacities for simultaneous storage will be increased to 50,000 t.
Machinery
The port has:
- 35 gantry cranes of 5–40 t. l/c;
- travelling gantry cranes of 35 and 50 t. l/c;
- caterpillar and truck cranes of 6.3–50 t. l/c;
- one floating crane of 16 t l/c for handling bulk and dry bulk cargoes (technological scheme board – board);
- lift trucks of 1.5 – 22 t. l/c;
- railway and truck scales;
- bunkers for unloading of hopper cars (grain carriers, mineral carriers);
- railway ramps for loading and unloading of box wagons and platforms.
