INTRODUCTION
The city of Odessa is situated on the north-western part of the Black Sea coast. In the 15-th century the Turkish fortress of Khadzhibey was established there. The fortress was stormed by the Russian army in 1789 and ceded to Russia following its victory in a phase of the Russian-Turkish War of 1787–1791. In spring 1794, taking into consideration the city’s favorable geographic position, the Russian Empress, Catherine II, issued a decree to build a naval harbour and merchant quay here. And on September 2, 1794 the first piles were driven into the sea near the shore. This date is recognized as the birthday of the city and the port, which were named Odessa.
Nowadays, Odessa is also a large industrial centre with mechanical engineering and chemical products plants, food-processing and other light industry factories.
Its mild climate with, on an average, more than 290 sunny days a year, the combination of dry steppe and sea air, healing muds of the Kuyalnik and Khadzhibey Estuaries, all predestined Odessa’s development as a major health and seaside resort centre.
Its convenient geographic position, links with Russia’s vast natural resources, location on the crossroad where great amount of diverse cargo was traded between East and West, led to the rapid development of Odessa’s Merchant Sea Port. By 1815 it was already handling half of all the Black and the Azov Russian ports freight turnover.
From 1819 to 1859, "porto franco" regime had been in force, whereby foreign cargoes were imported and stored duty-free what resulted in great increase of its freight turnover. Indeed, by middle of 19-th century, Odessa Port became the largest one on the entire Black Sea coast. It currently keeps the status of the leading Ukrainian port.
RADIO CONTACT
Vessels within Odessa port control area (at anchorages, berths, and while maneuvering) are not allowed to use VHF radio channels 6, 8, 9, 14, 16, 31, 33, 67, 70, 74 for private conversations. If a vessel does not have VHF radio or it is out of service, communication with VTS can be carried out via the radio center at 2182 kHz, call sign Odessa-Radio-1.PORT REGULATIONS AND NAVIGATIONAL INFORMATION
General Information
Odessa port position: Latitude 46°32′N, Longitude 30°54′E.
The port is located on the north-western coast of the Black Sea in the south-western part of Odesskiy Gulf, on 141.0 hectares of manmade territory.
Navigable period is possible year-round but during severe winter ice conditions, which can last about 30 days, icebreaker assistance often proves to be necessary. Ice formation may begin in late December and last until February. Strong winds and gales quite often break the ice.
In mild winters ice may not even appear in Odesskiy Gulf. Tides depend on wind force and duration, ranging between 0.6–1 m.
Odessa port waters are bounded: in the south by parallel 46°25′N from the coastline to its intersection with meridian 30°54′E; in the east by meridian 30°54′E as far as the intersection with parallel 46°32′N and the coastline; in the west by the coastline and berth limits.
Ships enter and leave Odessa port via its Eastern, Western and Northern gates. The main channel of the Oil Harbour comprises the first and second channel bends (width of first bends 100 m., second – 140 m., depths of the channel – 13.5 m.).
The nearest sea ports are Yuzhny and Ilichevsk.
Entering and Leaving Port Odessa
Shipmasters should report their ETA in port via their agent 48 and 24 hours in advance. The following information should be included:
- name of the charterer and type of cargo if the vessel is arriving for loading;
- the type and quantity of cargo and its stowage in holds, if the vessel is arriving for discharge.
Heavyweight (over 3 t) and very long cargoes (over 9 m) should be reported separately.
Outward formalities for Ukrainian flag vessels can be performed by any of the Port State Control Inspection (PSC) units. Outward formalities for foreign-flag vessels are performed with the supervisors of the ship agency. On shipmaster’s request departure formalities can be performed by an PSC representative on board the ship. Before leaving the ship’s administration should submit to PSC the diagram-scheme of the vessel’s static stability with corrected and maximum metacentric height.
Shipmasters of Ukrainian flag vessels setting out for a foreign voyage and shipmasters of foreign flag vessels via their agent should report their ships’ readiness for departure to PSC no less than 2 hours before border and customs officers start their work on board.
Navigational Conditions
Only vessels that do not exceed 12 m draft, 330 m length and 40 m breadth are allowed into the port’s inner waters. Gas carriers are forbidden to enter port waters.
Being in Odessa port waters, vessels with the draft of 11 m or more are considered to be restricted by draft and should exhibit the lights and signals specified by Rule 28 of IRPCS-72.
Safety control of all vessels in port waters is performed by Vessel Traffic Service (VTS). All maneuvers in controlled water areas and port waters must be done under VTS control. For all operations including entering the controlled area, dropping and heaving up anchor, mooringat and leaving berth, shifting, heaving the log and so on, vessels must request VTS permission.
If a vessel has not started the permitted operation or not entered a controlled area within 30 minutes of the appointed time, the permission expires and has to be renewed.
Vessels proceeding for mooring at berths Nos. 1–33 must keep their anchors housed; their anchors shall be kept ready for dropping when navigational conditions become critical.
Vessels carrying inflammable and highly explosive cargo shall lie at anchorage No. 354 until given further instructions by Odessa port’s administration and fire protection department. And, while in port waters, these vessels shall hoist a Bravo flag in a conspicuous place during daytime, and display a red light during nighttime, which must be visible around the horizon for more than 3 miles.
All shipowners, whose vessels operate in the port inner waters, except for owners of small boats, shall report by 8 a.m. daily to the Chief Operator their ship’s name, and the time of its readiness to depart, shift, place in and go out of dock.
The submitted request is to be performed before noon of the next day. All corrections of ship traffic scheduled for the day are performed by the Chief Operator in collaboration with PSC.
In Odessa port’s inner waters and the oil harbour’s channels vessels’ navigation speed should not exceed 4 knots and 10 knots in all other port water areas.
Pilotage
Pilotage at Odessa port is compulsory. It is provided via ship agent, but orders for pilots should be submitted 12 days in advance and confirmed 96, 24 and 6 hours in advance over Odessa-radio. The shipmaster should confirm the request for pilotage in port waters, whether going into or out of port, via the agent at least 4 hours prior to when pilotage is needed. The vessel should take on the pilot and disembark him at the pilot boat 1.7 miles E.S.E. from Vorontsov Lighthouse (46°29′00′′N, 30°48′00′′E).
Tug Assistance
Tug assistance at Odessa port is compulsory for vessels over 50 m long. Shipmasters should order tugs via the agent no less than 2 hours prior to their ship’s readiness for departure or re-mooring. Tugs should be called for by the shipmaster via the Operator on Duty 45 minutes prior to ship’s full readiness for either departure, shifting or approach through the port’s gates.
Tugs meet and escort vessels entering or leaving port of Odessa at point 12 cables east from Vorontsov Lighthouse.
Anchorage
There are two anchorages in Odessa port’s roadstead: Nos. 354 and 355. Anchorage No. 354 is assigned for heavyweight vessels, tankers, vessels with dangerous cargoes and all ships awaiting entry to the port. At anchorage No. 354 vessels should anchor without assistance. Once the ship has dropped anchor, her bearing and distance from Vorontsov Lighthouse should be reported to VTS operator.
Anchorage No. 355 is assigned for ships under customs’ clearance whether entering or leaving the port and also for ships that arrived for water, provision and fuel bunkering or for minor repairs.
Anchorage in the Oil Harbour channel, in approach channels and at harbour gates is forbidden.
Vessel to shore transportation for Ukrainian flag ships lying at anchor is supplied by Odessa port auxiliary fleet. Requests for roadstead service should be submitted via ship agent.
Customs Restrictions
There is no restriction as to the quantity of cigarettes on board of ship, but when going ashore, only 1–2 packets are allowed per person. Wine and vodka are not allowed when going ashore. If any crewmembers break the local port rules or break the law, they will be fined. If a foreign-flag vessel’s crewmember breaks the rules or laws, border authorities will deny him the right to go ashore.
Policy on Supply and Disposal of Waters
Potable water can be supplied at Odessa port both from the shore and by barge. Minimum quantity when supplied by barge is 15 t.
Disposal of Oil-polluted Waters
Collection and discharge of oil-polluted and sewage waters from all vessels can be performed by Odessa port services upon shipmaster’s order and in accordance with standard tariffs. Clean and isolated ballast shall be discharged only via specially designed ship pipelines and pumps. Pumping overboard of isolated ballast shall be performed under the surveillance of an PSC representative. The ballast waters purification plant can handle up to 42,000 cu. m of ballast waters.

SPECIALIZATION
Port of Odessa can handle over 21 million t of dry cargoes and 25 million t of liquid cargoes. Container terminal is designed to overload over 900,000 TEU per year

It can accommodate large passenger cruise liners, and has the most modern passenger terminal in Ukraine, which admits up to 4 million passengers a year.

PORT FACILITIES
Odessa port has 54 protected berths with depths rang-ranging from 6.2 up to 13.0 m. The berthing line totals over 8 km. The port has 8 terminals for handling dry cargoes, as well as passenger, oil and container(vessels of 12.5 m draft and 330 m long are accommodated) terminals, harbours and terminals to handle tropical and technical oils.

Special (Free) Economic Zone Porto-Franco
On March 23, 2000, the Ukrainian Parliament passed a law designating a certain territory of Odessa Merchant Sea Port as a Special (Free) Economic Zone (FEZ). This special economic zone Porto-Franco, a 32.5 hectares area within the borders of the artificially deposited and filled territory of Quarantine mole was permitted to operate for 25 years.
According to this law, the FEZ territory is granted a special customs duty regime. Investment projects are only allowed on FEZ territory under the condition that their cost totals no less than one million USD and the project has been approved by Odessa Region Administration.
Those who realize investment projects on FEZ territory enjoy certain benefits.
Such enterprises are exempted from taxation during the first three years of operation and during the following three years the profits that these enterprises earn will be taxed by only 50 % of the current tax rate. Goods and other items carried to the territory of FEZ are excluded from customs duties and VAT.
So far, the FEZ territory has: a container terminal, terminal for handling technical oils, a plant that manufactures radio-electronic devices, TIR parking lot and storage areas.
In accordance with the Law No. 2505-IV of March 25, 2005, on Introduction of Changes to the Law of Ukraine on ‘State Budget of Ukraine for 2005’ the action of articles 9–10 of the Law on ‘Special (Free) Economic Zone on the territory of Odessa Merchant Sea Port’ has been suspended since the 31st of March 2005.

Oil Harbour
Oil cargo area of Odessa port is the largest oil terminal in Ukraine. It provides – together with petroleum depots – handling of petroleum products of all kinds. They created the conditions for non-combustible accommodation of vessels, built the station for ballast water treatment with its annual capacity of 100,000 t. It provides treatment of ballast and bilge water from tankers and the other vessels according to the international standards – 0.1 mlg per liter.

Five oil harbour berths can now accommodate tankers of up to 250 m in length, up to 12.5 m draft.
Rated intensity of loading for light petroleum products is from 500 t/hr to 1,000 t/hr, and for dark petroleum products – from 600 t/hr to 2,500 t/hr. Currently oil harbour capacity is 24 million t a year. There are special tanks for storing up to 539,000 cu. m. of dark petroleum products, 122,000 cu. m of light petroleum products and 6,000 cu. m of liquefied gas.
Transfer fittings are not required and the modern facilities prevent oil spillage.
Grain Terminal
The port of Odessa owns the biggest terminal for simultaneous grain storage in the Black Sea and the Mediterranean Sea basins of total capacity 300,000 t.
Berth No. 29 can also be used for handling of general and bulk cargoes.
Technical data of the berth: length – 256 m, depth – 13.5 m. Open storage area totals 4,000 sq. km, grain throughput – 3.5 million t a year, general cargo capacity – 0.5 million t a year.

Production-handling terminal is located on the SRY territory handed over to the port. Lumber, rolled metal and general cargoes are handled and stored on berths Nos. 4c, 5c and 17c.
They render such services as cargo stuffing to/out of containers. Cargo is handled all the day round.
Complex capacity totals 30,000 t of cargo monthly.
Open storage area covers 15,740 sq. m.
Transit-Cargo Terminal (TCT)
Since May 2005 the first stage of transit cargo terminal has been operating in the port and inspections and clearance of cargo documents for containers are performed by controlling services on the ‘single window’ basis. In the common office the documents are registered by customs, border, medical and epidemic services for water transport, state inspection of the plants quarantine, vet sanitary control and supervision officers all the day round.
The territory of the terminal covers the area of 5 ha. The car parking lot can accommodate 150 transport vehicles. Storage facilities enable to stow cargo in 4 tiers.
The productivity of the complex is 700 cars per day.
Scientific-industrial Complex Telecommunication Technologies
Specialization – design, working out and manufacturing of radio-electronic devices, modules of telecommunication equipment, mini ATE, modules and units for telecommunication networks and computer facilities.
Scientific-industrial complex is located on the territory of FEZ Porto-Franko.
Passenger Terminal
The modern design, facilities and technical equipment of Odessa Passenger Terminal place it on a par with the largest European and world resort cities. Passenger Terminal can accommodate 5 passenger vessels at a time. Fairway and port facilities make it possible to accommodate motor vessels of up to 272 m in length.

The depths at the quay wall are 9.5–11.5 m. Ships of the following cruise companies call at the port: Hapag Lloyd, Costs Cruises, Princess Cruise, Royal Olympic, Cunard Line, First European, Crystal Cruise, Mediterranean Ship-ping Cruises, Festival Cruise, Fred Oisen Cruise Line, Holland America Line, P&O Cruises, etc.
Odessa port offers bunkering services for passenger ships supplying them with fuel of high grade purity. Potable water supplied is taken from artesian wells what ensures its purity.
On the territory of the terminal one can find a concert hall, a Marine art gallery, the 4-starshotel Odessa, a yacht complex, underwater swimming center and St. Nicolas Church.
It also has a parking lot, various shops including a duty-free shop, tourist agency offices, bank offices, and DHL office.
Recreation Complex Chabanka
It is situated in 25 km from the center of Odessa and 350 m from the Black Sea. It is aimed to provide recreation and health-improvement for port workers and guests of the city. Cottages, medical and sleeping buildings, restaurant, bars, concert hall, tennis courts, fitness gym, billiard hall, different sports and training grounds, mini-golf and aqua park are located on the territory of the complex.
It works all the day round.
Railway Service
It was established in 2003 to co-ordinate interactions in operation of the port and the railway station Odessa-Port.
The following functions are performed by the port railway service:
- coordination of the port and railway station operations as to handling of wagons and ships as well as settling the problems of wagons handling with operators service of Odessa railway;
- control over loading-unloading operations with wagons and carrying out the adopted plans and rates, results of wagons handling performed by the port and the terminals;
- documents processing for delivered cargo, to get commercial acts from railway if necessary and to deliver to terminals the receipts for loaded wagons;
- carrying out of mutual calculations dealt with the use of wagons and containers, wagons delivery and cleaning, other charges and fines.
Storage Facilities
Odessa port's open storage area totals 425,070 sq. m. Sheltered warehouse area totals 60,42 sq. m. There is the opportunity for simultaneous storage of more than 14,000 TEU.
The warehouse for perishable goods can store up to 13,500 t. The storage temperatures ranging from +8 °C to –30 °C.
