Binding Regulations for Ilichevsk Sea Port

1. GENERAL PROVISIONS

1.1. The binding regulations for the Sea Commercial Port of Ilichevsk (hereinafter referred to as the “Binding Regulations”) have been issued on the basis of Art. 78, Merchant Shipping Code of Ukraine.

1.2. The Binding Regulations extend to any ships and vessels sailing under any flags and subordination in the Port waters and also to enterprises, organizations, institutions, legal entities and natural persons that carry out their activities in the territory and the Port water area. Besides, all ships and vessels that call at the Port of Ilichevsk are required to abide to all international laws acknowledged by Ukraine as a maritime state. Ignorance of laws or these Binding Regulations shall not be an excuse from responsibility for their breach.

1.3. These Binding Regulations shall inure on the day of issuance of Order on their approval by Master of SEA COMMERCIAL PORT OF ILLICHIVSK.From then on the Binding Regulations 2007 lose effect.

1.4. Masters of Ukrainian ships calling at Port may obtain the Binding Regulations from their pilot or the Port Master’s Administration, and Masters of foreign ships – from their agent.

1.5. The territory of the Sea Commercial Port of Ilichevsk (SCPI) stretches, in the form of a band, along Piers nos 1-12 and 14-25 from the entrance deep into the shore of the Sukhyi Liman and includes Piers nos. 26-28 (ferry complex), Pier no. 29 (gas complex) and the North Spit. The said band of the territory – the distance from the water edge to the fence – has varying width: 200 to 1,000 meters.

1.6. The Port water area (WGS-84 coordinate system) includes the following territories:

Water area of the Sukhyi Liman within the limits of:

In the north: boundary connecting the points with the following coordinates: latitude 46o 22' 17.0'' N and longitude 30o 38' 20.0'' E, and latitude 46o 22' 17.0'' N, longitude 30o 38' 35.0'' E;

In the east: boundaries connecting the points with the following coordinates:

Latitude 46o 19' 08.0'' N, longitude 30o40' 58.0'' E (light of the North Pier);
Latitude 46o18' 58.0'' N, longitude 30o41' 30.0'' E (Buoy no. 1);
Latitude 46o18' 52.0'' N, longitude 30o41' 30.0'' E (Buoy no. 2);
Latitude 46o18' 56.0'' N, longitude 30o 40' 51.0'' E (Ilichevsk Lighthouse);

Water area of Anchorage no. 351 limited by lines that connect the points with the following coordinates:

Latitude 46o 14' 23.0'' N, longitude 30o41' 30.0'' E;
Latitude 46o17' 11.0'' N, longitude 30o44' 12.0'' E;
Latitude 46o16' 53.0'' N, longitude 30o44' 54.0'' E;
Latitude 46o12' 29.0'' N, longitude 30o45' 00.0'' E;

Water area of the external roadstead limited by the coastline and an arc of the round with a diameter of 4,5 miles draw from the point with coordinates: latitude 46o19' 05.0'' N and longitude 30o 40' 42.0'' E;

Water area of the earth dump of the Ilichevsk Maritime Port with the following coordinates:

Latitude 46o12' 29.0'' N, longitude 30o48' 24.0'' E;
Latitude 46o12' 29.0'' N, longitude 30o49' 24.0'' E;
Latitude 46o11' 29.0'' N, longitude 30o49' 24.0'' E;
Latitude 46o11' 29.0'' N, longitude 30o48' 24.0'' E.

1.7. The declared draught in Port is 14 m. Passing draught towards the pier shall be announced by Port Master and is available for seafarers and interested persons.

Port admits ships with a length of up to 275 m (and in separate cases – up to 300 m by permission of Port Master).

The Port’s approach channel is 160-m wide, 14.5-m deep and 1,400-m long.

1.8. Port Master and Master’s Service shall perform the following according to the standing legislation (Art. 88 MSC):

  • Supervise compliance with the standing legislation, shipping rules and international shipping treaties of Ukraine;
  • Check up ship’s documents, diplomas and qualification certificates;
  • Supervise satisfaction of requirements concerning entering and leaving Port by ships;
  • Supervise satisfaction of requirements concerning prevention of pollution of the environment;
  • Process ships’ entering and leaving Port;
  • Supervise and control the functioning of the Port Pilotage Service and Ships Traffic Service;
  • Supervise ice pilotage of ships on their way to Port within the limits of the Port’s water area;
  • Issue permits for getting from the bottom of the sea the sunken property and for building, water-development and other works performance within the territory and the Port water area;
  • Keep records and investigate sea accidents;
  • Ships’ journals, engine logs, other logbooks and Ship Journals Registers shall be certified at the Diploma-and-Passport Department of the Port Master’s Administration.

1.9. The ships operating within the limits of the Port’s water area shall submit the ship’s documents, diplomas, Fire Safety Certificates, Permit issued by the Sanitary Quarantine Authorities, the Last Ship’s Survey Certificate issued by the ISPS and Crew List certified by the Personnel Department of the ship owner to the ISPS within a period of the 1st till the 10th day each month. Such ships shall be surveyed by the ISPS once a quarter provided grounds for extraordinary survey are not available.

1.10. Port applies the Ships Traffic Control System (STCS) regulating the traffic of all ships and marine crafts in the Port waters and on approaches to the latter. A payment according to the set tariffs shall be made for the provided STCS services.

1.11. Within the limits of the territory and water area of the Port DO NOT:

  • Make pictures or video films without the permission of Port Master and officials of the Border Service (UBF: Unit of Border Force of Ukraine “Ilichevsk”);
  • Shoot from any type of weapon;
  • Open fire cocks or hydrants (except for the cases of fire suppression);
  • Sell or bring and use alcoholic drinks;
  • Spoil flower-beds or green zone: trees, flowers or bushes;
  • Make fires, burn grass, dry twigs, separation materials, etc.

1.13. The following abbreviations are used in these Binding Regulations:

  • MSA means the State Unitarian Enterprise “Maritime Safety Agency”, which is in the sphere of administration of the Ministry of Transport and Communication of Ukraine;
  • ATS means the Port Automatic Telephone Station;
  • RLLS means Radiolocation Land Station;
  • MFU means Marine Force of Ukraine;
  • Port (SE SCPI, SCPI) means Port or SE SCPI, SCPI – State Enterprise “Sea Commercial Port of Ilichevsk”;
  • ISPC means Inspection of State Port Control;
  • IFSC means Inspection of Flag State Control;
  • IGT means Ilichevsk Grain Terminal;
  • IFT means Ilichevsk Fuel Terminal;
  • ISRY means Ilichevsk Shiprepair Yard;
  • CP means Control Post;
  • CPBF OF UKRAINE means Check Point of Border Force of Ukraine;
  • IMDG CODE means International Maritime Dangerous Goods Code;
  • MHP means Ministry of Health Protection of Ukraine;
  • DFGS means Departmental Fire Guard Station of SE SCPI;
  • MSS means Maritime Safety Service of SE SCPI;
  • UBF means Unit of Border Force of Ukraine;
  • PTC means the Port Transhipment Complex;
  • PF means the Port Fleet of SE SCPI;
  • OM-2 means Offshore Mooring of the 1st Basin;
  • RR means Recommended Rout (of ship traffic);
  • STCS means Ships Traffic Control System;
  • SES means the Port Sanitary Epidemiological Station of Ministry of Health Protection of Ukraine;
  • SQD means the Sanitary Quarantine Unit;
  • TTD means the Tactical Technical Data;
  • USW means Ultra-Short Waves;
  • PCRS means Port Central UHF Radio Station;
  • CSTR means Centre of Ships Traffic Regulation “Ilichevsk”;
  • RCH means Regional Customs House;
