2. ENTERING/LEAVING PORT BY SHIPS
2.1. ARRIVAL OF SHIPS AT PORT
Entering Port by Ships. Execution of a Call
2.1.1. All ships’ Masters are required to give a 48-h notice to Port Master and Chief Operations Manager of the time of their ships arrival and Masters of gas carriers, chemical carriers and oil tankers – a 72-h notice prior to their approach of Port, then repeatedly within 24 h and further 12 h prior to their arrival to give more precise information.
Should the passage continue for less than 48 horless than 72h for oil tankers, chemical carriers and gas carriers, such notice is required to be given within 1 hour of departure from the previous port.
Within 4 hours prior to ship’s approach of the place, where she takes pilot aboard, Master shall advise more precise time of arrival, and Masters of oil tankers, chemical carriers and gas carriers are required to specify their time of arrival by 2-hour notice including the expected forward and after draughts at the moment of ship’s arrival.
2.1.2. In case of changing port of call (ship’s forwarding) Master shall cancel the ship’s arrival information that was earlier sent to Port.
2.1.3. Ship Master shall, directly or through a ship’s agent, furnish Port Master, Port and the Maritime Security Department with the following initial information about the ship’s arrival required for the ship’s identification, in consideration of sea safety included:
- Name and flag of the ship;
- Name of its registered ship owner (operator, bareboat charterer, etc.)specifying the name of the company, legal address, telephone and fax numbers and E-mail;
- ІМО’s Identification Number;
- Ship’s agent and its legal address;
- Saved people or goods availability on board;
- Port of departure (previous port of call);
- Extreme length of the ship, width and calculated freeboard;
- Actual forward and after draught;
- Number of passengers and crew members;
- Ship’s gross capacity;
- Tonnage of the ship, its holds number and capacity, hatches sizes and availability and number of tweendecks;
- The ship’s antecedent cargo plan;
- Supplies bunker (heavy oil/diesel fuel) and water on the day of arrival and volume of daily consumption;
- Name of cargo (cargoes) and its properties, cargo class (according to IMDG CODE) for hazardous cargoes;
- Name of fumigant (if the cargo was subject to fumigation on the ship);
- Quantity (weight) of cargo and its stowage on board the ship (on the deck, in the tweendecks or in holds);
- Length of one cargo package for long-measuring cargoes and weight for heavyweight cargoes;
- For tankers intended to be loaded – quantity of isolated ballast and time required for its discharge at the berth, and the name of the previous carried cargo;
- For oil tankers, chemical carriers and gas carriers – quantity of ballast on board (isolated, pure or contaminated);
- Availability of non-degassed cargo tanks;
- Constructive peculiarities of the ship’s hull (double hull or double bottom), and in winter period – the category of ice strengthening or safe speed in the ice, main engines powers and metal the screw is made of;
- Name of consignee;
- Need in bunkering, water, supplies, etc.;
- Planned (expected) time of arrival; and
- Condition of the ship’s facilities affecting the maneuverability and safety of the ship.
2.1.4. Master of the tugboat towing non-self-propelled object and Master of the towed wrecked ship shall add the following information to the data listed in Cl. 2.1.3 herein above:
- Overall dimensions of the towed object (objects);
- Maximal length, width and draught of the convoy; and
- Availability and rate of roll and trim of the towed object.
2.1.5. Masters of the ships taking part in search-and-rescue operations shall direct to Port Master the information about their expected time of arrival within 1 hour prior to arrival to the zone of circular movement of the Ships Traffic control System for the purpose of providing for required conditions of such ship admission.
2.1.6. Masters of gas carriers, chemical carriers and oil tankers shall include in their initial information intended for Port Master a statement of the ship’s good working order, if the latter is actually such, sending the following text: “The ship has no defects of hull, mechanisms, loading systems or gas-analyzing devices. All enumerated above are in working order”. Any defect shall be negotiated separately.
In their preliminary notice Masters of all ships shall also include the information about the equipment relating to prevention of environment contamination (closed fan system, etc., place of taking ballast aboard or its replacement in the Black Sea and also about the availability of personal protective gear for the crew members).
2.1.7. Masters of the ships coming from abroad shall personally or through agency firms notify SES by radio or by means of other communication facilities of the data usually contained in the maritime sanitary declaration and also of the ship’s satisfaction of requirements relating to prevention of the environment pollution.
2.1.8. Information about dangerous cargoes aboard the ship shall additionally be forwarded to DFGS of the Port.
Responsibility for timeliness, reliability and fullness of the provided information shall be that of Masters of the ships and directors of agency companies.
2.1.9. Port admits ships day and night, except oil tankers, chemical carriers, gas carriers and the ships leaving the ISRY.
2.1.10. When entering Port all ships shall fly the flag of the registration state, Ukrainian flag and other flags required according to the International Code of Signals. The flags shall be clean, undamaged and comply with the applied standards.
2.1.11. CSTR shall inform the ship about the place of its anchorage, mooring and method of loading and other operations within 2 hours prior to the ship’s arrival at Port.
2.1.12. The ship’s call at the Port shall be executed at the ISPS by Master of the ship within 6 hours of the ship’s arrival after the ship has completed the border, customs and quarantine formalities.
2.1.13. In order to formalize the ship’s call at the Port Master of the ship shall submit the following documents:
- General Declaration;
- Certificate of Fitness for the Carriage of Dangerous Cargoes, should the ship be planned to be loaded with such cargo;
- Copies of Cargo Manifests (information about cargo in case of home trade) concerning all types of cargoes;
- Crew List in two copies;
- Permit for the right of free practice;
- A copy of the International Tonnage Certificate; and
- A copy of the International Certificate of Cargo Line.
A call of Ukrainian ships at Port shall be confirmed by an “arrival stamp” applied to the Crew List.
2.1.14. Should any defects of devices, assemblies or mechanisms supervised by the Classification Society were be identified pending the previous voyage, Master of the ship shall notify Port Master thereof when executing ship’s call at Port.
2.1.15. Upon entering Port Master (or Agent) of the ship shall submit to the ISPS the following documents in addition to those listed in Cl. 2.1.13 herein above:
- International Tonnage Certificate;
- Passenger Ship Safety Certificate;
- Cargo Ship Safety Construction Certificate;
- Cargo Ship Safety Equipment and Supplies Certificate;
- Cargo Ship Safety Radio Certificate;
- Exemption Certificate;
- Cargo Ship Safety Certificate;
- Document of Compliance;
- International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk or Certificate of Fitness for the Carriage of Liquefied Gases in Bulk, as the case may be;
- International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk or Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk, as the case may be;
- International Oil Pollution Prevention Certificate;
- International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk;
- International Certificate of Cargo Line;
- International Certificate of Exemption of Cargo Line;
- International Sewage Pollution Prevention Certificate;
- Minimum Safe Manning Certificate;
- Safety Management Certificate or interim Safety Management Certificate;
- A copy of compliance document or a copy of interim compliance document;
- International Ship Security Certificate;
- Special Purpose Ship Safety Certificate;
- High-Speed Craft Safety Certificate
- High-Speed Craft Safety Certificate and Permit to Operate High-Speed Craft;
- Certificate of Insurance or Other Financial Security in Respect of Civil Liability for Oil Pollution Damage;
- Certificate of Registry or other document on ship’s nationality;
- Classification Certificates;
- Fishing Boat Safety Certificate;
- International Exemption Certificate for a fishing boat; and
- Deratization Certificate or Certificate of Discharge from Deratization.
The ships flying Ukrainian flag shall submit the following documents in addition:
- A copy of Shipping Company License entitling to carry out economic activities relating to provision of services as to passenger and freight carriage by river and sea transport;
- Certificate of Right to Fly the National Flag of Ukraine;
- Certificate of Ownership Right to the Ship; and
- Certificate of Fitness for Navigation.
Master of the ship shall be responsible for correspondence of the submitted documents to actual information.
2.1.16. The list of documents shown in Cl. 2.1.15 may not deemed final for each concrete ship and may be modified depending on type, designation, navigation area of the ship and standing legislation of the ship’s flag state.
2.1.17. Should a ship be manned and headed by Master and towed into Port, such ship shall execute its call at the Port on its own. In other cases the arrival of such tow convoy shall be executed by the Master of the towing ship.
2.1.18. The ships taking part in emergency or rescue works may not execute their departure and confine themselves to satisfaction of requirements set forth in Cl. 2.1.5 of these Binding Regulations.
2.1.19. Ship’s arrival shall be formalized in the ISPS premises located on Pier no. 11 of Port (tel.:9-16-68, 9-17-38; UHF radio on Channel 12, call sign “Ilichevsk – radio 5”). Arrival of the ships at the anchorage of outer roads no. 351 may be executed, if required.
2.1.20. Arrival of service-and-auxiliary, small or undersized ships of the Port fleet and the same of other ship owners, or pleasure ships and also passenger launches of coastwise trade that perform voyages between the Odessa and Yuzhnyi Ports may be executed together with their departure, and such ship may be granted right (at request of the ship owner) to multiple departure depending on a period of validity of their sanitary or fire certificates, however, for a period of 30 days, not more.
2.1.21. Legal entities and natural persons expecting the arrival of the undersized or pleasure ships from abroad or from other regions of Ukraine shall submit an application to the Port’s Operations Manager to be included the Ship Traffic Day Schedule, which is drawn up each day for the next day, and information about the time of the ship’s arrival at the receiving buoy from the sea within 24 hours and further specification in 4 hours on the basis of the messages from the coming ship.
2.1.21.1. The arrival information shall include the following:
- Name of the ship and its flag;
- Registration number for the Ukrainian ships;
- Sail number;
- Ship’s type, length and color of the hull;
- Port of registry (the place of permanent stay);
- Rout of the voyage and day and time of arrival;
- Purpose and period of stay in Port;
- Number of personnel aboard;
- Receiving organization's name, address, telephone and fax numbers; and
- Planned place of anchorage after border control.
2.1.21.2. Masters of small, undersized or pleasure ships arriving at Port from the sea shall establish liaison with the CSTR within 1 hour prior to entering the CSTR influence by UHF radio on Channel 12 and further abide to guidance of the CSTR.
2.1.21.3. Small, undersized and pleasure ships shall be piloted according to the provisions set forth in Cl. 2.3 of these Binding Regulations.
2.1.21.4. When under border control and customs survey, Master of a small, undersized or pleasure ship shall provide the following documents:
- Ship’s note or certificate of entitlement to fly the flag;
- Certificate of the Ship’s Fitness for Navigation;
- Invitation from a Ukrainian legal entity or natural person;
- Crew List (in 2 copies);
- Certificates of Right to Sail the Ship by crew members; and
- Documents certifying personalities of crew members and passengers.
2.1.21.5. Upon getting through border control and customs examination the ship shall be granted the right to proceed to its anchorage.
2.1.21.6. On arrival at the anchorage Master of a foreign small, undersize or pleasure ship that has called to Port on a private or business visit shall advise the CPBF of Ukraine thereof through the administration of the receiving organization.
2.1.21.7. Any foreign small, undersized or pleasure ships out may set out to the water area of the Port in the day time subject to permission of the CPBF of Ukraine.
2.1.22. Each ship that has arrived at Port shall be subject to a mandatory survey of ISPS for the purpose of ascertainment that pending the last voyage the ship or ship owner violated no rules of navigation safety, passengers or cargo carriage, ship’s technical maintenance or allowed no other breaches.
The DFGS officials of relevant qualification shall take part in surveying gas carriers, chemical carriers and oil tankers prior to handling operations.
Should any breach be established, the DFGS officers shall take corresponding measures provided by the standing legislation.
2.2. DEPARTURE FROM PORT
Preparation for Departure from Port
2.2.1. The ships may depart from Port day and night, except for the cases mentioned in Cl. 2.1.9.
2.2.2. The ship’s readiness to go to sea (be bound for a voyage) shall be checked by an officer of the ISPC, as a rule within 1-2 days prior to departure according to the ship’s administration notice. On the basis of such survey results Survey Certificate shall be issued in two copies, one of which shall be kept by the ship’s Master, and the results of the survey shall be reported to Port Master.
2.2.3. Arrival of the ferry ship performing voyages on Ilichevsk-Varna Line, ROROs and ferry ships on Ilichevsk-Poti may be executed together with their departure by an officer of the ISPS on board the ship.
2.2.4. Permit for departure of a ship after its docking in the ISRY may be issued in 6 hours after completion of the ship’s setting afloat.
2.2.5. Masters of all ships shall, individually or through their agents, report their expected departure for a voyage to the SQD with one-day notice, submit the documents confirming implementation of the SQD orders given on the ship’s arrival and obtain the permit to go to sea.
When bounding to the countries with possible yellow fever the Ukrainian ships and foreign ships having Ukrainian citizens among their on-board personnel shall have International Yellow Fever Vaccination Certificate.
Execution of Departure
2.2.6. Ship Masters shall, individually or through their agents, report its expected departure from Port to the ISPS within 6 hours before the planned time, and in case of a short (within 6 hours) stay in Port – within 2 hours prior to departure.
The ships of local traffic staying in Port within 12 hours may execute their departure together with execution of their arrival at Port subject to permission of Port Master.
2.2.7. The ship’s departure from the Port shall, as a rule, be executed 2-3 hours before the ship’s departure from the Port after loading and the Port’s Authorities’ execution of the required formalities. Pending execution of the ship’s departure an officer of the ISPS shall compulsorily be present on its board.
2.2.8. In order to obtain permit for departure from Port Master of the ship shall produce the following documents to the ISPS officer:
- General Declaration;
- Crew List;
- Diplomas and certificates of the on-board personnel;
- Passengers’ List;
- Port Clearance Certificate with the Port’s Accounting Department’s note of unavailability of debts to Port;
- SES’ Permit for going to sea;
- Documents listed in Cl. 2.1.15;
- A copy of Cargo Plan under implementation;
- Calculations of the ship’s stability and its hull structural strength as at the beginning and end of the forthcoming voyage including the diagram of static stability with specifications of actual and permissible metacentric height; and
- Calculation and diagram of deck- and heavy-weight cargo lashing together with Certificates for lashing materials.
2.2.9. Ships that arrive from a foreign port and are bound to a coastal voyage shall have their Crew List certified at the Customs House and the Unit of Border Force of Ukraine prior to their departure.
2.2.10. Should the ship be damaged pending its voyage or stay in Port, she shall produce Classification Society’s documents confirming her navigation condition.
2.2.11. Master of a tug-boat in connection with further departure from Port with towed object shall apply to the ISPS for departure permit within 24 hours prior to such departure, irrespective of the flag it flies.
2.2.12. Owners of tug-boats or other towing objects submit the following information to Port Master prior to towing, within 15 days before its commencement:
- Full information about the towing object (name, type, length, width and draught;
- Name of the tug-boat, flag, IMO Identification Number, power of main engine, length of the towing line, type and calculation of the towing line approved by Classification Society;
- Prove availability of Towing Contract;
- Certificates for all elements of the towing line;
- Plan of the passage approved by ship owner and signed the tug-boat’s Master; and
- Certificate of Conversion and Towing Permit of Classification Society, if the towed object is converted one.
2.2.13. Execution of departure of local traffic ships performing frequent voyages with a short, less than 24 hours, stays in Port and dump scows shall be executed by the ISPS for a period not exceeding 1 month, but not exceeding a term of any ship’s documents, subject to written request of ship owner and permission of Port Master. Prior to each departure from or entering Port Ship Master shall advise the following information to the ISPS by telephone or UHF-radio:
- Number of crew members;
- Amendments to Crew List (according to the established procedure);
- Number of passengers;
- Ship’s stores (of fuel, water, etc.);
- Quantity and type of cargo; and
- Forward and after draught.
2.2.14. Before each departure from Port of local short distance traffic ships Master of the ship shall give prior notice of expected time of departure, port of destination and quantity of on-board personnel by telephone or UHF-radio, where after, upon obtaining departure permission, it shall advise the ISPS thereof.
2.2.15. Permit for departure from Port shall be confirmed by the departure stamp to be applied to Crew List of Ukrainian ships operating on coast voyages. The Ukrainian ships leaving on foreign voyages and foreign ships shall be issued the Port Clearance Certificate with the Port’s Accountant Department’s note by the ISPS. Such Certificate shall be valid within 24 hours.
2.2.16. Should ship be delayed in Port for over 24 hours after obtaining its departure permission, ship’s Master shall inform the ISPS thereof and execute departure again.
Ship’s putting out to sea without Port Master’s permission shall not be allowed.
2.2.17. Services provided by the ISPS in relation to execution of entrance or departure of ships or inspection of their compliance with requirements of International Conventions shall paid according to the standing tariffs of the Port.
2.3. GENERAL PROCEDURE OF ENTERING AND LEAVING PORT BY SHIPS.
PILOTAGE SERVICE
2.3.1. Sequence of ships concerning their entering/leaving Port or piers or other facilities shall be determined by the Port Central Operations Department.
Time of ships navigation commencement shall be determined by the CSTR depending on the navigation conditions.
2.3.2. Pilotage shall be compulsory for all ships with a gross tonnage of 500 and over. Such ships may enter Port, depart from Port or change their berths day and night provided they are piloted.
Small and undersized ships calling at Port for the first time shall also be piloted or guided (led) (according to Order of Ministry of Transport and Communication of Ukraine no. 516 dated 29.05.06).
Exception is only made for ships flying the Flag of Ukraine whose Masters possess Port Master’s permission to navigate without a pilot and ships and vessels of the MFU of Ukraine and Border Force of Ukraine.
2.3.3. All ships with a length of 50 m and over or gross tonnage of 500 units shall use tugboats pending mooring operations. Quantity of tugs shall be ordered by Master subject to pilot’s agreement and depending on weather conditions. In disputable cases the number of tugs shall be determined by Port Master. For mooring operations in the Port’s water area and beside piers provided shall be the tugs of the PF and (subject to prior coordination with Chief Operations Manager of Port) of other ship owners provided the latter comply with the corresponding requirements of the legislation concerning relevant operations and have made a proper contract concerning regulation of cooperation, responsibility and provision of compliance with safety requirements of navigation in the Port’s waters.
Pilotage or usage tugboats shall be compulsory for ferries under mooring operations, if wind’s velocity exceeds 10 m/sec.
2.3.4. Applications for tugs to be used under mooring operations shall be submitted by Master of the ship (agent) to the Port’s Operations Manager on duty within 2 hours prior to the ship’s readiness to put out to sea or start changing her birth.
Tugs shall be summoned by Master of the ship through the Port’s Operations Manager (“Ilichevsk Radio 2” on Channel 12, Tel.: 9-31-18 and 9-16-34) within 45 minutes prior to full readiness of the ship for departure, changing the berth or approaching the Port’s gate from the sea.
2.3.5. Port only receives ships with a draught of up to 12.00 m to the First Basin to:
- Pier no. 1 – up to 14.0meters (with the use of pontoons);
- Pier nos. 3 and 4 – up to 13.0meters; and
- Pier of CJSC IGT – up to 12.2 maters.
In exceptional cases the Port Master’s permission is required for the ships with a greater draught depending on water level and hydrometeorogical conditions.
2.3.6. Also compulsory shall be radiolocation pilotage of oil tankers, gas carriers and chemical carriers (irrespective of visibility conditions) from the CSTR area till the ship’s anchorage, its taking out from or bringing into Port.
2.3.7. Oil tankers, gas carriers or chemical carriers may enter or leave Port, if wind velocity does not exceed 10 m/sec and they enter Port or depart from Port with wind velocity below 8 m/sec in daytime.
After completion of loading operations and execution of their documents oil tankers, gas carriers or chemical carriers may be led out of Port in daytime without delay.
2.3.8. Allowable depths beside Pier of CJSC ILLICHIVSK FUEL TERMINAL (IFT): 11.5 m and beside Pier no. 29: 7 m. Pier no. 29 may receive gas carriers with a maximum length of 120 m. Spare deepness under keel of a gas carriers shall be at least 90 cm (3 ft.) and the same of chemical carrier: 60 cm (2 ft.); for all other ships such depth shall make 30 cm (1 ft.), not over.
2.3.9. Oil tankers with a cargo or non-degassed cargo tanks in ballast, gas carriers or chemical carriers are allowed to move from (to) pilot’s place of arrival (departure)or from (to) place of anchorage being led by a safety ship that shall ensure escorting (leading) such ships and announce their passing on the UHF Channel 12.
2.3.10. In order to provide for safe passage oil tankers with a length of over 160 m shall heave both forward and aft lines to tugs in the First Basin water area follow to the Fuel Terminal Pier under their pilotage through the Eastern Passage.
2.3.11. Loaded tankers bound for the IFT shall heave their lines in the First Basin; loaded tankers departing from the IFT shall heave their towing bitts beside the moor and follow through the Western Passage being escorted by a required number of tugs. Transit direction is 153-333о. Draught of the channel in transit is 11 m. Speed of the above mentioned ships in the Port may not exceed 4 knots. Pending navigation of such ships navigation of all other ships in the Port water area shall be forbidden.
2.3.12. Oil tankers departing from the Fuel Terminal bounding from the Fuel Terminal out of the Port shall heave two towing bitts from the forecastle to the tug and depart escorted by the safety ship.
2.3.13. During a period of navigation of the oil tank bounding from the Fuel Terminal out of the Port through the Western Passage anchorage of any other ships at Pier no. 19 shall be prohibited. Oil tankers shall proceed at a minimum speed that enables maintaining of the ship’s navigation.
2.3.14. Procedure of Ships’ Navigation towards Departmental Piers in the Port Water Area.
2.3.14.1. Prior to proceeding to departmental piers the ships shall accommodate their passing draught with Port Master and then communicate it to the state pilot summoned for pilotage of the ship.
Ilichevsk Ship Repair Yard
2.3.14.2.Ships may enter and abandon the ISRY subject to permission of Port Master.
CJSC “Ilichevsk Grain Terminal”
2.3.14.3. The Pier of the CJSC IGT (3rd pier of ISRY) is located in the vicinity of ISRY in the Second Basin of the Sukhyi Liman in the water area of the Port. The Pier may accommodate the ships with a length of 250 m and maximum draught of 12.2 m.
2.3.14.4. The Port’s Binding Regulations shall apply to the ships proceeding to the CJSC IGT Pier in full.
2.3.14.5. The Officer of CJSC IGT responsible for ensuring navigation safety shall provide Master of the Port with information about the ship’s approach with 48-hour notice and also about the measures taken to arrange safe mooring and anchorage of the ship.
2.3.14.6. The ships may be moored at the CJSC IGT Pier day and night subject to compulsory pilotage irrespective of the ship’s flag. At night, when the Pier is badly lighted the ships are not allowed to moor or unmoor.
2.3.14.7. Any mooring operation at the CJSC IGT shall be supported by towing. Quantity of tugboats shall be determined by the ship’s Master with the use of pilot’s recommendations, but such quantity may not be less than three tugboats with an aggregate power of 8,000 kW, not less. Length of lines shall be determined depending on the ship’s length.
2.3.14.8. Mooring operations shall be permitted to: ships in ballast with a wind velocity of 8 m/sec. and loaded ships with a wind velocity of up to 10 m/sec.
2.3.14.9. The ship proceeding to the CJSC IGT Pier shall have a ballast specified the information on stability provided to the ship’s Master. A ship in ballast may have a trim of up to 3 meters by the stern and prevent a negative trip by the bow.
2.3.14.10. Departure of the ships with a draught of 12.2 m through the Western Passage shall be allowed, if there are no ships at the OM-2 of the 1st Basin.
2.3.15. The ships that are on the way to approach Port or anchored at the outer roads shall make application for pilotage through the Pilot Manager (“Ilichevsk Port Control” on Channel 12). Pilotage Application of Master shall mean that Master agrees to accept the services of the Pilotage Service and CSTR.
Pilotage of ships navigation under any conditions shall be supervised by the CSTR Pilot-Manager.
2.3.16. Ship Master (agent) shall order pilot and tugboats (for the purpose of remooring or setting out to sea) after ship’s departure has been executed by the ISPS and within 30 minutes before the ship is fully ready for mooring operations through Port Relief Operations Manager (“Ilichevsk-Radio-2” on Channel 12. Tel.:9-31-18 and 9-16-34).
2.3.17. The ships approaching the Sukhyi Liman from the sea meet their pilots at acceptance buoy in the point on direction of 103° at a 1.86-mile distance from the Lighthouse “Ilichevskyi”.
Under unfavorable hydrometeorogical conditions Port Master may allow to change the place of pilots embarking/disembarking may be changed subject to coordination between Master of the ship and pilot. In ice conditions pilot may be brought to and taken off the ship by the Port tugboats on account of ship owner.
2.3.18. Ships shall be provided with pilots according to the sequence of the applications received subject to consent of the Port’s Central Operations Department.
2.3.19. In order to be entitled for independent navigation in the Port waters navigation officers (Masters, Relief Chief Officers and navigators of allied professions) of service and auxiliary ships and PF passenger launches shall submit to Port Master ship owner’s Protocol of annual tests on International Regulations for Prevention of Collisions at Sea-72 and these Binding Regulations, tactics technical data (TTD) of the ship, etc.
Should a navigator breach these Binding Regulations, such navigator shall be deprived of the right to independent navigation in the Port’s waters.
2.3.20. Masters possessing Unpiloted Navigation Permit issued by Port Master, in special cases, at request of Shift Officer of the ISPS, shall take a pilot.
2.3.21. Departmental pilots shall not be entitled to ships pilotage in the Port’s water area.
2.3.22. In the Port’s water area mooring operations with the ships with disabled main engine, anchor handling gear or steering arrangement shall only be possible subject to permission of Port Master. If such is the case, pilot’s services shall be paid at a double rate.
Mooring operations with such ships shall be prohibited at a wind velocity of 10 m/sec. and more.
2.3.23. Pilotage and mooring operations shall be prohibited, if a wind velocity exceeds 14 m/sec.
2.3.24. Invalid delays of the pilot for two hours and more due to ship’s fault shall be paid according to Art. 107, Shipping Code of Ukraine.
2.3.25. Under low visibility ships pilotage to Port shall be agreed with Port Master.
2.3.26. In conflict situations concerning issues of pilotage into Sukhyi Liman the right of final decision shall be that of Port Master.
