Binding Regulations for Ilichevsk Sea Port



5.1.1. In the night-time the piers shall be fully lighted.

5.1.2. All Ship Masters shall have all the hull exterior water opening on the pier side thoroughly covered with shields or sail-cloth to avoid water getting on pier.

5.1.3. Using ship marine crafts for connection with the shore may not be allowed. Connection of anchored ships with shore shall be provided by marine crafts of PF.

Applications for services required by ship shall be submitted through ship’s agent.

Separate application shall be submitted for occasional services to ship (transportation of crew, supplies, etc.).

5.1.4. Outboard operations may only be performed subject to the Port’s Administration permission, if no loading operations are carried out.

5.1.5. Crew personnel’s breaches of these Binding Regulations shall be penalized in accordance with the standing legislation.

5.1.6. PF ships and ships of other organizations may approach foreign ships moored at piers and on the roads subject to mandatory notice and permission of Border Control Department “Ilichevsk”.


5.2.1. Anchorage no. 351 with depths of 19 meters is intended for all types of ships. Distance between ships shall be 5 cable’s lengths, not less.

Ships shall anchor independently and on anchorage completion shall notify to the CSTR their bearing and distance from the ship to the Lighthouse Ilichevskyi.

5.2.2. Mooring floating cranes, lighter carrier, barge, grain transfer or other marine crafts to ship anchored on the roads for the purpose of handling or other operations shall be coordinated with the State Ecological Inspection for Environmental Protection in North-West Region of the Black Sea, SES, CSTR and Port Master.

5.2.3. During anchorage ships shall provide for continuous UHF connection with the CSTR on Channels 12 and 16.

5.2.4. There is OM-2 in the Port water area. Ships are moored here by means of mooring ropes and anchoring. Mooring ropes are fastened by the Port Fleet Mooring Group and specially designed launches or tugboats.

In order to provide support to tugboats under an emergency ship anchored at the buoys must have her towing lines ready, i.e. lowered down to 2-m height from water level.

Mooring at OM-2 shall be coordinated with Port Master.

5.2.5. Anchorage of transport ships on the inner roads in the First and Second Basins of water area shall be disallowed.

In separate cases Port Master may permit such anchorage for a short period of time (2-3 hours in the daytime) with ensured tugboat support and only in working hours (prohibited on public holidays).

5.2.6. Ships of the Port Fleet and those of service and technical fleets shall be anchored on the inner roads in the place determined by the CSTR for the purpose of provision for possibility of unimpeded maneuvering and approaching/leaving the moors by transport ships on coordination with Port Master.


Preparation of Piers for Ships Mooring

5.3.1. All piers of Port have exterior marking:

  • Mooring bitts are painted in white color and numbered according to Cl. 3.1.14, Management Directive 31.3.003-2005 “Rules of the Port Hydraulic Structures Technical Operation”;
  • Piers have their boundaries marked and lengths of the latter are shown in meters.

5.3.2. 2-meter (from edge) band of pier is kept free from cargoes or foreign objects in order to provide for safety of shore personnel performing mooring operations.

In winter time such part of the pier must be free from ice or snow and sanded.

5.3.3. The free length of the pier intended for ships mooring shall comprise at least 110 per cent of the mooring ship maximum length, from forecastle to stern. In the daytime the place of mooring (berth) is designated by two red flags (forecastle – stern) and in the night – by lights. Should such signals be unavailable, the pier is considered to be unprepared for mooring.

5.3.4. When preparing pier for ship’s mooring all operations relating to safe location of mooring gantry cranes and container transfers shall be carried out by Operations Manager (Stevedore of the terminal) according to Instructions issued by the Port Mechanization Department.

5.3.5. Operations Manager (Stevedore of the terminal) shall report to the Port Operations Manager about the berth readiness, where after the Port Operations Manager shall report to the ISPS Shift Officer, Pilot and the CSTR Operator of the same and appoint the time of ship’s unmooring or mooring to the pier.

5.3.6. Ships may not be allowed to moor in the berths that are not duly prepared.

5.3.7. During mooring (unmooring) or shifting a transport ship (excepting berthing tugs) along the pier Shift Operations Manager (Stevedore) of the terminal and Shift Master of the Port Supervision possessing portable UHF radio station for communication with the CSTR and Pilot on board.

5.3.8. Mooring to pier of transport ships shall be prohibited, if velocity of wind exceeds 14 m/sec.

5.3.9. Should wind velocity be over 10 m/sec., prohibited shall be ships broadside mooring (mooring to other ships standing at the piers).

Cargo handling operations shall be stopped on the ship, to which another ship is being moored or unmoored.

5.3.10. If wind velocity is over 8 m/sec., broadside mooring on the roads is not allowed.

Approaching Piers and Mooring

5.3.11. During mooring operations in Port mooring ropes shall be accepted or cast off the Port Fleet Mooring Brigade.

5.3.12. Any claims concerning ship’s damaging pending mooring or cargo handling operations shall be laid by Ship’s Master to the Port Administration within 2 hours of corresponding accident. Should the ship be leaving Port prior to such period of time expiration, the claim, at all accounts, shall be laid before the ship’s departure. Upon expiration of 2-hour term Port accepts no claims and shall not be made responsible for any damage.

5.3.13. The following shall be prohibited in Port:

  • Broadside mooring in the First Basin of the Sukhyi Liman;
  • Broadside mooring to a smaller ship;
  • Broadside mooring of ship in ballast to loaded ship of the same dimensions;
  • Broadside mooring of passenger, scientific or training ships to each other;
  • Broadside mooring of ships with non-serviceable main engines, navigation or anchor gear to ships moored in berths;
  • Mooring ships to berths put out of operation; or
  • Repair or adjustments works on radiolocation systems including turning on radiation without the CSTR permission.

Lights on Moored Ships

5.3.14. Ships moored at piers with protrusion of their hulls shall have the following lights and fly the following flags during a period of cargo handling operations: in the daytime – ROMEO-YANKIE flags (meaning: “Decrease speed, when passing me”); in the night – one red light visible along the whole horizon. Besides, such ships, irrespective of purpose of their anchorage, shall have red light lowered from the bow/stern down to 5-m distance from water level.

Ships Mooring at Piers

5.3.15. At request of the Port Management ship shall pay out ropes, displace them or change her moorage place.

5.3.16. Ship’s moving along pier for a distance exceeding 100 meters shall be considered shifting to be performed with pilot on board and with the help of tugboats.

Ships shifting shall be subject to the following limitations:

  • Heavy-load ships in ballast or ships of RORO or RO-FLOW or lighter carriers, tankers, container carriers and similar ships having a load on board that comprises 20 per cent of deadweight, not over (due to great windage) may be shifted, if wind velocity does not exceed 12 m/sec.;
  • Shifting of ships whose main engines or steering or anchor gear are put out of operations may only be effected in the daytime and if wind velocity does not exceed 10 m/sec.;
  • Blower-transfers, floating cranes or non-self-propelled marine crafts of the PF may be shifted under weather conditions complying with their Classification Society documents in any time of day or night subject to sufficient towing support;
  • Ships broad side mooring may be effected, if wind force is up to 10 m/sec., visibility is at least 500 m and subject to consent of both Ship Masters.

5.3.17. After completion of loading operations and departure formalities each ship is removed from the pier or towed out of the inner water area of the Port. Ships may remain in their berths after completion cargo handling operations subject to permit of the Port Administration.

If the ship does not satisfy the requirements of this Clause, such ship shall be removed from its berth on account of her ship owner and the latter shall be fully responsible for expenditures arising out of delayed release of the berth.

5.3.18. Ships may be moored to piers in the way enabling usage of maximum depths for loading ships up to their full weight-carrying capacity by means of water engine (floating dock structures, barges, etc.), but maximum permissible load on birth structures from cargo dumping or tractive force in ropes cast over mooring bitt may not be exceeded against the same specified in Specifications issued tohydraulic structure. In such cases the above method shall be coordinated with Port Master; permit for such actions shall be separately issued by Port Master.

Terminal management shall be responsible for installation of water engine (floating dock structure, barge or lighter carrier) and facilities for communication with shore.

Ship Master shall be responsible for gangway (if any) installed over floating dock structure (lighter or barge).

5.3.19. Ships are not allowed to use radiating RLS in Port.


5.4.1. Oil Tankers Mooring at the IFT Pier In the night-time Fuel Terminal Piers hall be sufficiently lighted. The Ilichevsk Fuel Terminal Administration shall be responsible for supervision over and lighting of the Warf. During oil tanker’s stay at the Fuel Terminal Pier it is prohibited to use mooring ropes by means of automatic tensioning winches (operated in automatic mode). It is also prohibited to use mooring ropes for ship’s mooring. For the purpose of prevention of the Port water area pollution oil tanker and berth shall be reliably boomed prior to commencement of cargo handling operations. Supervision over and responsibility for timely and dependable booming shall rest on the Ilichevsk Fuel Terminal Administration. During oil tanker stay by Fuel Terminal Pier under cargo handling operations a fire-boat ready for fire-fighting shall be in Port. Bunkering of oil tankers is permitted to be performed by specially equipped bunkering ships subject to coordination with the State Ecological Inspection for Environmental Protection in North-West Region of the Black Sea and CSTR and only at the outer roads provided any binding requirements to bunkering operation are satisfied. During oil tanker stay under handling operations by the Fuel Terminal Pier her crew and Administration of Ilichevsk Fuel Terminal shall provide for compliance with all national and international requirements relating to protection of environment. Prior to beginning of mooring operations serviceability of the following facilities on the Pier shall be checked:

  • Operation of shore fire-fighting facilities; and
  • Operation of emergency communication and notification means. Present on the Fuel Terminal Pier pending mooring and unmooring of oil tankers shall be:

  • Representative of the Fuel Terminal;
  • Representative of the Port State Supervision Inspection; and
  • Team Leader of the Mooring Team and men of the Mooring Team (the latter shall arrive 20 minutes before commencement of mooring operations). In view of constructive peculiarities of the Fuel Terminal Pier the lines are cast on the shore mooring posts with the help of at least two mooring boats with a power of engines of at least 200 hp, which are specially equipped for mooring. Prior to commencement of mooring operations representatives of ship and Fuel Terminal shall make up and sign Certificate of Safety on Ship and Shore Supervision. Ship shall prepare boarding ladder on the seaward side of ship for the purpose of people and Mooring Team evacuation from ship in case of emergency. Oil tankers are not allowed to dwell at the pier pending cargo arrival.

5.4.2. Mooring to Pier no. 29 Two gas carriers may not stand together at the same time at Piers no. 29 of the Port and Pier no. 1 Ilichevsk Fishing Port. In the night-time Pier no. 29 must be sufficiently lighted. Supervision over and responsibility for illumination of the Pier shall rest on the Transhipment Complex Administration. During gas carrier standing at Pier no. 29 it is prohibited to use mooring lines of automatic winches (working in automatic mode). Also prohibited is the use of steel mooring ropes for ship’s mooring. When gas carriers stands at Pier no. 29 under cargo handling operations a tugboat on duty shall be available in the Pier vicinity being ready for immediate operation in case of emergency arising. Gas carrier bunkering and auxiliary marine crafts approaching gas carrier is permitted subject to completion of cargo handling operations and notification of the ISPS. Any marine crafts working with gas carrier shall satisfy requirements to gas carrier safety. During gas carrier stay under cargo handling operations at Pier no. 29, ship’s crew and Administration of the Transhipment Complex shall provide for compliance with any national and international requirements concerning environment protection. Prior to beginning of mooring operations, operation of shore fire-fighting facilities and operation of emergency communication and notification facilities, shall be checked and made ready for immediate usage. Present on Pier no. 29 pending mooring and unmooring of gas carriers shall:

  • Representative of the Transhipment Complex;
  • Representative of the Port State Supervision Inspection; and
  • Team Leader of the Mooring Team and men of the Mooring Team (the latter shall arrive 20 minutes before commencement of mooring operations and shall report their readiness to the CSTR Shift Officer and Pilot). Gas carriers shall be moored portside without using anchor. In particular cases anchor is used, but it must be stowed after mooring is completed. Before the beginning of cargo handling operations representatives of ship and Transhipment Complex shall make up and sign Certificate of Safety on Ship and Shore Supervision confirming ship’s and terminal’s readiness for cargo handling operations. Representative of the CSTR shall check ship for availability of liquefied gas loading plan and only after that gas carrier loading may be allowed. Boarding ladder on the seaward side of ship shall be ready for usage. Gas carriers are not allowed to remain at the pier pending cargo arrival.

Nuclear Ships Mooring

5.5.1. Nuclear ships shall notify of their approach within three days with further specification within 24 and 4 hours.

5.5.2. Nuclear ship that has arrived is notified by the CSTR of its anchoring place on the outer roads for the purpose of survey and other formalities.

5.5.3. In addition to common ship documents nuclear ship shall provide special documents of nuclear ship.

5.5.4. Safety of environment as to level of background radiation shall be controlled by both ship and the Port facilities.

5.5.5. Should nuclear hazard arise, nuclear ship shall be guided by ship’s and Port’s emergency plans.

5.5.6. Dumping of both solid and liquid radioactive wastes (except for waters of disinfection post) is prohibited.

5.5.7. Disposal of gaseous radioactive wastes shall comply with the standing rules and standards of Ukraine and be coordinated with the Port Administration.

5.5.8. Radioactive wastes may not be discharged in the Port or Port waters by foreign ships.


5.6.1. As a rule, PF marine crafts are moored at Pier no. 24 or, subject to consent of Port Operations Manager on duty and ISPS (CSTR), in unoccupied berths of Port.

5.6.2. Ships and marine crafts of other organizations may be moored to Pier no. 24 subject to coordination with PF Administration.


5.7.1. Ships of PF and other organizations that possess no class are laid up in the Port for a period of ice conditions.

5.7.2. Service and undersized ships, passenger launches, bunkering ships and floating HZS of PF and other organizations are laid up for the winter period at floating piers moored at Pier no. 24.


5.8.1. All ships that are in the Port water area or on the roads and all enterprises, organizations and institutions located in the Port territory (or such that use the Port water area for dumping) shall comply with requirements the environment protection legislation of Ukraine. Any practices that may cause contamination of environment in the territory of the Port water area must be coordinated with the Port Administration.

For disregard of environment protection legislation involves the culpable persons (ship owner, master, etc.) shall be made responsible in accordance with the standing legislation.

5.8.2. Upon arrival at the Port all ships, irrespective of their subordination or flag, shall prove their compliance with the requirements of MARPOL 73/78 by means of producing corresponding documents to the ISPS representative.

Ships that do not meet the requirements of MARPOL 73/78 and national requirements of Ukraine concerning environment protection will not be admitted into Port.

5.8.3. The ISPS supervises satisfaction of the requirements relating to prevention of environment pollution and compliance of all ships calling at Port with the requirements of environment protection international conventions and national regulations of Ukraine.

5.8.4. All ships, during their stay in the Port water area, and enterprises and organizations located in the Port territory (or using the Port water area for dumping) are prohibited from dumping into the water substances that are detrimental to man’s health or animal resources of the sea, in particular:

  • Petroleum, petroleum products, petroleum residues or mixtures containing the above listed substances in any concentration including the same purified by means of ship equipment, ballast waters from fuel-and-ballast and oil tankers and clean ballast;
  • Chemical raw materials and chemicals after cleaning and washing of decks, cargo holds or tanks;
  • Raw sewage and waters after ship physical-and-chemical processing plant. Flushing system sewage must be collected in tanks Kingston valves being sealed;
  • Any other sewages, if they change water color, smell or transparency or their dumping result in appearance of visible floating particles; and
  • Garbage or food waste, remainders of any cargoes and separation used pending their transportation.

5.8.5. In order to prevent pollution of the Port water area Ship Master shall:

  • Before entering territorial waters close and seal all valve and other devices, through which dumping of harmful substances is possible, and make a corresponding entry in the Ship Log;
  • Pending any operations involving petroleum, petroleum products, waters contaminated with petroleum or other detrimental substances keep deck scuppers hermetically sealed, have trays placed under hose couplings and air tubes and provide for supervision over them;
  • Carry out any on-board work (cleaning and painting of hull, washing of decks, holds and other ship parts) and repair of ship exterior taking all measures excluding pollution of the Port water area subject to coordination with the ISPS; and
  • Show to the ISPS representatives all valves and devices through which environment pollution is possible sealed, and be responsible for such sealing reliability.

5.8.6. If a harmful substance has been dumped overboard, Ship Master shall inform Port Master thereof without delay by means of the quickest communication facility (radio, telephone or special messenger). Should the fact of environment pollution be identified, information must include precise place of such pollution location, its nature and direction of the spot movement.

5.8.7. All ships are prohibited from usage of preparations causing petroleum products to lower to the bottom of the sea or dissolve in the water for cleaning the water area.

5.8.8. In the cases of emergency petroleum or petroleum products spill the ship that gets into the oil cake may not start moving till special permission of the person in charge of such emergency spill elimination.

5.8.9. Ships and all marine crafts are prohibited from crossing the polluted water area. When in transit in the vicinity of the area, where oil is being collected, ships shall decrease their speed down to minimum one.

5.8.10. On entering the Black Sea ships bound for the Port shall replace the isolated ballast taken on board in other regions of the World Ocean with the Black Sea waters and make a corresponding record in Ship Log.

Only specially intended ship pumps may be used for isolated ballast discharge via separate pipelines specially intended for the purpose.

Isolated ballast may only be discharge in the Port water area after it is analyzed in a laboratory and permit issued by the State Ecological Inspection for Environmental Protection in North-West Region of the Black Sea is obtained.

Ship Master shall notify the ISPS of isolated ballast discharge commencement and finishing time. Water surface in the place of such discharge must be thoroughly lighted.

5.8.11. Prior to bunkering and cargo handling operations with vegetable oils or other pollutants of the sea the place must be surrounded by booms without fail.

5.8.12. All ships are prohibited from dumping trash, industrial wastes or domestic garbage including separation materials in the Port territory. Polluted sections of the Port water area and territory are cleaned on account of violators who shall be made liable in accordance with the legislation.

5.8.13. For the purpose of disposal food wastes and garbage are packaged in polythene bags (containers) supplied to ships by Port under applications of agency organizations. Such service payment is included in sanitary charge.

All food and industrial wastes (garbage) shall be handed over to Port before ship’s departure against certificate in an established form issued by PF. Ship that has not handed over her garbage shall be deemed not ready for departure.

5.8.14. It shall be disallowed to:

  • Emit dense smoke and gases that pollute the atmosphere;
  • Use ship incinerator for garbage burning;
  • Dump garbage from piers into the water or on ice; and
  • Clean ship hull under water during anchorage at the piers or on the inner roads.

5.8.15. Enterprises (organizations) located in the Port territory are independent legal entities and shall be fully responsible for condition of the Port water area contiguous to the piers used by them under corresponding agreements.

5.8.16. Ship owners and managers of enterprise violating these Binding Regulations or other standard documents relating to the sphere of environment protection shall reimburse to Port for all costs of elimination of pollution and its consequences according to the established tariffs, expenditures for rent of involved equipment, marine crafts and personnel of other enterprise and penalties amounts paid by Port for pollution.
