Binding Regulations for Ilichevsk Sea Port

3. SHIPS NAVIGATION IN THE PORT WATERS

3.1. NAVIGATION CONDITIONS

General Provisions

3.1.1. Port has the Centre of Ships Traffic Regulation (CSTR “Ilichevsk”), which supervises safe navigations of ships according to the System of Traffic Distribution in the North-West Region of the Black Sea and regulation of ships traffic in Port, the Port’s waters and approaches to the latter (see Annex no. 2 “Service Areas of the CSTR Posts”).

3.1.2. The CSTR Organization

3.1.2.1. For the purpose of navigation safety in the Port waters the CSTR located on the North Spit at the end of the north enclosing mole regulates the ships traffic on the Port approach channel, in the area of responsibility of transit traffic (the area of circular in and out traffic in the south-west part of the Black Sea). The CSTR comprises “Port Control” Post and “Traffic Control” Post housed by RLLS-1 building on the North Spit of Sukhyi Liman.

3.1.2.2. The area of responsibility of the “Port Control” Post is 4.5 miles (the 1st, 2nd and 3rd Basins of the Port, Ilichevsk Maritime Fishing Port, Ilichevsk Shiprepair Yard, outer roads and Anchorage no. 351). Permanent radio watch is on UHF Channel 12, call sign – “Ilichevsk Port Control”.

3.1.2.3. The area of responsibility of the “Traffic Control” Post is 14 miles(radius from the Ilichevsk Lighthouse) including the area of circular traffic of ships and the rout of the ships call at or departing from all ports of the Black Sea north-west part. Round-the-clock radio watch: UHF Channel 10, call sign: "Ilichevsk Traffic Control” and UHF Channel 16 (safety). Traffic Control radiolocation supervision by means of navigation hardware-software complex (HSC) NAVY HARBOUR 3000 over the situation on the water in its responsibility area is continuous.

3.1.2.4. In its area of responsibility the CSTR performs the functions and has rights and obligations regulated by these Binding Regulations and Provision on the CSTR.

3.1.2.5. Irrespective of visibility the CSTR, in its area of responsibility, carries out its servicing day and night, and duty for such services shall be levied according to the established procedure and approved tariffs on the basis of receipts issued by the Operating Pilot.

Any ships navigating such control area shall use the CSTR services. Master’s notice of its entering the CSTR control area means that such Master agrees to use the CSTR services and make payment for such.

3.1.2.6. The MFU ships and vessels shall be services for free.

3.1.2.7. Radiolocation support in the control area (irrespective of visibility) shall be binding.

Important: radiolocation support is an active type of radiolocation servicing.

3.1.2.8. In mooring operations and navigation in the CSTR regulation area ships shall organize continuous radio watch on UHF Channel 12.

3.1.2.9. The CSTR main functions are as follows:

  • Supervision of ships’ compliance with navigation rules;
  • Identification of ships on their approach the responsibility area, establishing radio communication with them, obtaining the required list of data from them and such ships’ registration;
  • Regulation of ships traffic in the area of responsibility;
  • Provision of support to survival, dredging, towing and other special works in the CSTR activity zone;
  • Provision of information and guidance to the ships whose actions may result in an accident, anchored ship’s drifting or shifting navigation equipment facility from its normal place;
  • Collection and documenting of statistical data on ships;
  • Radiolocation pilotage of ships; and
  • Interaction with pilotage and other CSTR-related services providing for navigation safety.

3.1.2.10. When navigating the water areas of all three Basins of the Sukhyi Liman, the ships that have no load shall carry enough quantity of ballast providing for safe maneuvering in the Port in satisfaction of requirements of Master’s information about ship’s stability.

3.1.3. The CSTR shall provide all interested subdivisions of Port with operating information on the ships’ location, their time of arrival and all actions according to requests of such subdivisions. Other organizations (agency firms included) may obtain such information under contracts for a payment according to the established tariffs.

3.1.4. Ships traffic in the Port waters shall only be possible subject to permission the CSTR Port Control. Such permit shall be valid within 30 minutes. If during that time the ship commences no moving, the permit shall automatically be cancelled and requested again.

3.1.5. When navigating the water areas of all three Basins of the Sukhyi Liman, speed of the ships with a capacity of 20 and more (except for loaded tankers) shall not exceed 5 knots.

Ships speed in the entrance channel may not exceed 6 knots. Speeding up shall only be allowed for the purpose of prevention of contingency, in which case corresponding notification of the CSTR Operator shall be binding.

3.1.6. Hydrofoil crafts (HC) shall pass the entrance channel and the Port water areaa water displacing state.

3.1.7. Crafts of technical, service and support Port Fleet, launches and yachts shall move along safe routs and make way to transport ships (see Annex no. 3 “Safe Routs Scheme”).

Important: The requirements of Cl. 3.1.7 shall not extend to tugboats and fire-fighting boats departing for the purpose of special tasks, however, their speed shall provide for safety of the berthed ships or the ships moored to the berthed ships.

3.1.8. The ships may not navigate the Port waters, if they have no UHF radio stations enabling communication with the CSTR.

3.1.9. Conditions of Ships Usage of the Easter and Western Passages at the Dambovyi Island.

3.1.9.1. Only the ships with a draught of 9.5 meters are allowed to pass from the First Basin to the Second Basin via the Eastern Passage (or the Western Passage). The ships with a draught exceeding 9.5 meters shall use the Western Passage subject to permission of Port Master.

3.1.9.2. The ships proceeding for portside mooring to Pier no. 19 shall use the Western Passage (besides, in such period tankers may not depart from Ilichevsk Fuel Terminal Pier).

3.1.9.3. The ships proceeding for starboard mooring to Pier no. 19 shall use the Eastern Passage and the Western Passage – for leaving.

3.1.9.4. The ships moored with their starboard to Piers nos. 19, 20, 21, 22 and 23 may go out into the First Basin via the Western Passage depending on the circumstances.

3.1.9.5. The ships with a draught of 9.5 m going to Piers nos 26-28 and into the ISRY and in counter direction shall use the Eastern Passage.

If there is not ship at Pier no. 19 the Western Passage, if required, may be used subject to permission of Port Master.

3.1.9.6. The tankers, loaded or in ballast, with a draught of 7 m shall use the Eastern or Western Passage (if there is no ship at Pier no. 19) depending on the situation.

3.1.9.7. The tankers, loaded or in ballast, with a draught exceeding 7 m shall use the Western Passage, if there is no ship at Pier no. 19.

3.1.9.8. Service ships and ships of the Port fleet may use the Western Passage subject to permission of the CSTR.

3.1.10. Ship owner (Master), whose ship intends to go to the Third Basin, shall previously agree with the Port Fleet Operations Manager the time of drawing the pontoon bridge (during night-time only).

3.1.11. Navigation of sail ships and motor pleasure ships or boats in the First and Second Basins of the Liman (the Port waters) shall be allowed within a band of 50 meters, not over, from the water edge along the north and west coasts the following being not allowed:

  • Sail in the vicinity the ships anchorage and cross the routs of their traffic;
  • Come near the Trade Port Piers or coast line and the piers of other organizations located in the territory of the three Basins; or
  • Sail in the entrance channel and water areas of the First and Second Basins of the Sukhyi Liman.

3.1.12. Any sailing ship shall be prohibited to keep her shipboard equipment without her overall dimensions until her full anchorage at a moor (excluding the ladder for pilot).

3.1.13. Ships (except for the specialized ones) having dangerously explosive or fire-hazardous cargo on board shall anchor at Anchorage no. 351 till obtaining instructions from the Port Administration and Fire Guard Station.

The above ships in the Port waters shall fly in a visible place: in the daytime: BRAVO Flag according to the International Code of Signals (ICS); and in the night: a red light visible around the whole horizon (visibility: 3 miles, not less).

3.1.15. When passing the approach channel ships may not let go their anchors and draw them over the ground in the section between the piers that form the gate of the Port.

3.1.16. Application of sound or light signals unprovided by the International Regulations for Preventing Collisions at Sea 72 and these Binding Regulations is prohibited.

3.1.17. Derrick boats and other ships performing complex or dangerous operations with heavy-weight cargoes beside the piers and on the roads shall, in the daytime, fly two flags: R (ROMEO) and Y (YANKEE) according to the International Code of Signals visible over the whole horizon. The ships passing by shall have minimal speed.

3.1.18. Should an anchor or another object creating threat to navigation be lost or found in the Port water area, Master of the ship shall immediately report thereon to Port Master.

3.2. NAVIGATION OF SHIPS

Traffic of Ships

3.2.1. The traffic of passenger ships, gas carriers, chemical carriers, oil tankers, lighter carriers or ROROs in the control area and of all ships in the Port waters are regulated by the CSTR.

3.2.2. Entering the Port waters and movement of all ships and marine crafts in the Port waters shall be subject to permission of the CSTR.

3.2.3. Ship is required to apply for permission for all operations (entering the control zone, mooring, unmooring, shifting or turning broadside) to the CSTR. If within 30 minutes ship starts no permitted operations or enters no control zone, the permit shall be cancelled and applied for again.

3.2.4. Ships are required to repeat the recommendations and orders of the CSTR that pertain to them, and in case they are unable to execute such ships shall notify the reason of non-execution and further intentions.

Important: All navigators and operators are required to strictly comply with “UHF Communication on Sea” no. 9044.

3.2.5. During the first radio contact with the CSTR ship is required to advise of the following:

  • Ship’s name and type;
  • Time of approaching control zone or unmooring;
  • Speed in maneuvering;
  • National and departmental belonging;
  • Address of ship’s voyage and description and quantity of cargo;
  • Full and net registered tonnage;
  • Ship’s maximum length, width, freeboard and draught; and
  • Other information at request of Pilot Operations Manager of the CSTR.

Master is responsible for reliability of the provided information.

3.2.6. At the CSTR request for the purpose of ship’s identification the latter is required to advise her bearing and distance from the Ilichevsk Lighthouse or perform the identification maneuver agreed with the CSTR.

3.2.7. The CSTR shall give permission to enter the regulated area, indicate the rout and provide other required information including reservations and limitations to the identified ship.

Navigation under Conditions of Limited Visibility

3.2.8. Radiolocation pilotage of ships to Port under conditions of low visibility is binding. Radiolocation pilotage of passenger ships, gas carriers, chemical carriers, ferryboats, oil tankers, lighter carriers and ROROs is binding under conditions of any visibility.

3.2.9. Possibility of entering or leaving Port under conditions of low visibility shall be determined conjointly with ship’s Master, the Port Pilot and Pilot Operations Manager of the CSTR subject to coordination with Port Master.

Final decision on entering/leaving possibility with radiolocation pilotage shall be that of Port Master.

3.2.10. Under low visibility conditions only one ship may be piloted by the CSTR.

3.2.11. Pending radiolocation pilotage ship Master is required to be ready to take all measures in order to provide for safety of ship in case of a sudden failure of the Port RLLS or means of communication between ships and CSTR or mechanisms and devices listed in this Clause. Such failure shall immediately be notified to Pilot Operations Manager.

3.2.12. The use of the Port RLLS information shall not release Master from responsibility for ship’s navigation and safety of her navigation.

3.2.13. If visibility is less than 500 m, movement of any launches transporting passengers within the Port or to the roads is stopped.

Only pilot boats with serviceable RLS may transit under the RLLS pilotage.

3.2.14. If visibility is less than 2,000 m on the outer roads and less than 1,000 m in the inner water area of the Port, service ships (fuellers, tugboats, water-tank boars, supply ships, etc.) may transit on their own or under the RLLS pilotage on condition that they have serviceable RLS and navigators certified for RLS operation.

In each concrete case decision on such ships transit possibility is made by the CSTR Pilot Operations Manager subject to coordination with the ISPS Officer on duty.

3.3. SHIPS AND MFU SHIPS TRAFFIC REGULATION

3.3.1. MFU ships calling at Port are required to be guided by these Binding Regulations, in particular the part of the latter pertaining to them.

3.3.2.Chief Officer providing for MFU ships traffic regulation in the Port water area, on the approach channels and fairways is Port Master.

3.3.3.Permit to enter Port for warships and ships of MFU provision is issued by Port Master, besides, such ships are required to request such permit within 4 hours prior to entering Port. When approaching the CSTR operation zone ship gets on for radio contact on the UHF Channel 16 two miles before such zone boundary and reports her hull number, location and time of arrival to the Port’s receiving buoy. From now on communication with the CSTR is continuously maintained.

3.3.4. Ships and vessels of MFU provision leave Port also under permission of Port Master, which has to be requested within 1 hour before departure. Communication with the CSTR shall be established within 15 minutes prior to departure.

3.3.5. MFU ships and crafts in the CSTR control area and the Port waters (regulated zone) are required to sail under the CSTR supervision.

3.3.6. MFU ships and crafts shall be permitted to enter/leave the Port in the first place, except under emergency situations.
